RATIFICATION OF THE 2008-2009 PAY FOR PERFORMANCE PLAN

April 21, 2008

An electronic voting link has been created for ratification of the 2008-2009 Classroom Site Fund (CSF) Plan.  The TUSD Governing Board ratified the proposed plan by a 5-0 vote at its April 8  meeting.   The Pay for Performance portion of the CSF must, by state statute, be approved by 70% of employees eligible for these funds.  This message from the TUSD-TEA Joint Committee on the Classroom Site Fund (301) describes the changes proposed for next year.  The Committee is requesting that principals and TEA Association Representatives take a few minutes at the Wednesday April 23 Staff Development to share this information.

1)A detailed explanation of the grounds for an appeal if your site does not make at least one of the two goals for the 2007-2008 school year.  The procedure for consideration of appeals is also detailed.  We made this change because we want the schools to know how best to write and submit their strongest case for approval of an appeal.

2) There is also a new requirement that the principal and facilitator describe, in a brief narrative, opportunities for the total faculty of the school to help determine and write the goals.  This change is to help ensure full participation by the employees who are most directly responsible for the student achievement specified by the goals, and who are affected by the payment of the stipend.

There is also an additional procedure that is not specified in the Plan but that will be implemented at each school.  Each quarter, teachers and other certified employees who have an impact on whether the school’s goals are met will complete a brief survey that will help track progress toward making the goals.  This should give a school more opportunity to redirect its focus if during the year it appears the school may fall short of achieving its 301 goals.

All of these changes are being proposed so we can maximize student achievement as specified at each school by its goals, and therefore also the number of schools qualifying for the 301 stipend.
